On August 2nd, the National Electronic Authentication Center (NEAC), under the Ministry of Information and Communications (MIC), held a ceremony to grant a license for providing public digital signature authentication services under the remote digital signature scheme to Vietnam Payment Solution Joint Stock Company (VNPAY).
Remote Signing is a new generation of digital signatures that offer the utmost convenience, compliance, and highest security on mobile devices for user authentication.
With Remote Signing, users no longer need a USB Token as in traditional digital signatures but can use smartphones or tablets for digital signatures. Remote Signing brings many conveniences, especially for individual users, allowing them to sign anytime, anywhere at a reasonable cost. This method is expected to contribute to the widespread adoption of personal digital signatures, thereby helping individuals participate in a safe and convenient digital environment.
Prior to VNPAY, the MIC had granted this service license to 8 providers of public digital signature authentication services.
According to the license issued to VNPAY, it is effective until July 23, 2033. The organization providing public digital signature authentication services, VNPAY-CA, offers digital signature authentication services to entities, organizations, and individuals for use in public activities.
The types of VNPAY-CA digital certificates provided include: digital certificates for individuals, organizations; SSL digital signatures for servers; software digital certificates.
To obtain a license from the MIC to provide remote digital signature authentication services, VNPAY underwent a thorough review by specialized units within the MIC, the Government Cipher Committee, and the Ministry of Public Security.

Along with many electronic transaction support products and solutions provided by VNPAY such as VNPAY e-wallet, digital banking solution Mobile Banking, VNPAY-Invoice electronic invoices, data transmission service VNPAY-TVAN, electronic contract authentication service VNPAY CONTRACT..., the newly licensed public digital signature authentication service under the remote digital signature scheme will contribute to enhancing the company's product ecosystem.
According to Le Tanh, CEO of VNPAY, there is still a significant market potential for public digital signatures, especially personal digital signatures.
Statistics show that the issuance rate of personal digital signatures to new adults is only about 3%, while the goal set by the National Committee on Digital Transformation for this year is expected to reach 20%. "We are involved in this area to promote the widespread use of personal digital signatures," shared Le Tanh.
Speaking at the event, Deputy Minister of MIC Nguyen Huy Dung stated that the National Strategy for the Digital Economy and Digital Society has identified 8 key elements for Vietnam's digital society: Every household with a fiber optic broadband connection. Each person has a smartphone with an electronic identity, personal digital signature, digital payment account, an account for using online public services, basic personal protection software, and free digital skills training.

The issuance of the license for providing public digital signature authentication services under the remote digital signature scheme to VNPAY is a step towards realizing an important goal in the next 5-10 years, where every Vietnamese person using a smartphone will have a personal digital signature.
This is the final piece missing to enable individuals to conduct end-to-end online transactions in a networked environment without physical presence. The MIC hopes that VNPAY will promptly participate in the widespread distribution of personal digital signatures to the people.
Deputy Minister Nguyen Huy Dung also requested VNPAY-CA to pay attention to 3 points during the service provision process: Strict compliance with the regulations in Decree 130 of 2018 on digital signatures and digital signature authentication services; secure storage, and confidentiality of subscriber information according to Decree 130 and Decree 13 on personal data protection; strict adherence to technical standards on digital signatures and digital signature authentication services.
Representing units involved in reviewing VNPAY's dossier, Mr. Ho Van Huong, Director of the Civil Cryptography Management Department and Product Inspection, Government Cipher Committee, requested VNPAY-CA to strictly comply with legal regulations in the deployment of public digital signature authentication services under the remote digital signature scheme.
The National Strategy for the Development of the Digital Economy and Digital Society by 2025 aims to have over 50% of the adult population possessing digital signatures or personal electronic signatures by 2025 and 70% by 2030.
